The case study centres on Milimani District, as being typical of Eastern and Central Africa, with fertile land, well watered, densely but evenly populated ... The case study includes statistical information on the district, and gives recommendations for possible development projects.

The paper is a survey of the work of the Project Support Communications Unit of UNICEF's East Africa Regional Office from its establishment in 1971 until 1973. Activities of the Unit are divided into 4 broad areas:
- The encouragement of development support communication service by Eastern African governments;
- Tthe developoment of model project support communications packages;
- The production of teaching aids;
- Evaluation, testing and design of suitable audio-visual materials.

The paper also gives details of projects undertaken or considered in Tanzania, Swaziland, Lesotho, Botswana, Mauritius, Zambia, Malawi, Uganda, Sudan, and lists current and future projects.
